Permitting

The Pollution Prevention and Control (Scotland) Amendment Regulations 2014 will amend the permitting regime in Scotland to reflect the requirements of the Energy Efficiency Directive (2012/27/EU). The draft amendment requires that cost-benefit analysis is carried out for high-efficiency cogeneration, waste heat recovery and connections to district heating and cooling networks for certain new or substantially refurbished installations. The duty to carry out analysis applies to installations with a total thermal input exceeding 20MW, unless specifically derogated.
