Permitting
The Pollution Prevention and Control (Scotland) Amendment Regulations 2014 makes amendments to the permitting regime to implement the Energy Efficiency Directive (2012/27/EU). Cost-benefit analysis must be undertaken of waste heat recovery for certain new and refurbished installations with a rated total thermal input above 20MW. Burning any fuel in a combination of appliances with a rated total thermal input between 20 and 50MW becomes a Part B activity. Further changes require that new permits for solvent installations include a condition requiring that SEPA is notified of any incident or accident with a significant environmental impact.
