The Town and Country Planning (Hazardous Substances) (Scotland) Regulations 2015 implement land-use planning requirements under the Seveso III Directive (2012/18/EU) on the control of major accident hazards. Hazardous substances consent is required for the presence of certain hazardous substances at or above controlled quantities specified.
Terminology and hazardous substance names, classifications and controlled quantities are updated to reflect the Directive. Existing controls on hydrogen, LPG and natural gas are maintained, although these are more stringent than under the Directive.
