The Single Use Carrier Bags Charge (Fixed Penalty Notices and Amendment) (Scotland) Regulations 2015 permits local authorities to issue fixed penalty notices to suppliers of single use carrier bags who are breaching their duties under the Single Use Carrier Bags Charge (Scotland) Regulations 2014.
The Single Use Carrier Bags Charge (Scotland) Regulations 2014 are also amended to exempt bags supplied for reasons of security, good order, discipline or safety where these are supplied in premises (such as prisons) where a person's liberty is restricted.
