New targets to cut carbon from transport, agriculture and buildings could be introduced across the EU as part of plans by the commission to implement the Paris agreement.
In a statement outlining steps towards ratification, the European Commission said it expects the bloc to ratify and implement the global climate change deal as soon as possible. To help achieve early ratification, the commission is developing carbon reduction targets for sectors not covered by the emissions trading system (EU ETS), such as transport, agriculture and buildings. These will be published in the coming months, it said.
The commission also said it would set out how it will integrate land use into the 2030 framework and a communication on low-carbon mobility. These proposals, together with the planned revision of the EU ETS, would deliver the remainder of the EU's commitments under the Paris agreement, it said.
The commission has published a council decision containing its proposal for ratifying the climate deal, which has been forwarded to the European Parliament and Council for approval.
EU member states must also individually ratify the Paris agreement, according to their national parliamentary processes. The agreement comes into force once it has been ratified by 55 countries accounting for at least 55% of global emissions.
