The LGA has produced their latest policy paper on climate change, proposing that government set up a national energy loans fund that offers home-owners interest free loans, backed by a second charge on their property repayable when the home is sold, to install renewable energy technologies, or in older homes, to finance energy efficiency measures. The report is part of the LGA's small change, big difference campaign to encourage both councils to tackle climate change more effectively, and decision makers and the general public to see councils playing a central role in tackling climate change.
