Prime Minister Gordon Brown launched on 11 September a GBP1bn package to enable households to benefit from assistance that could reduce energy bills. including legislation to require energy companies to make a GBP910m commitment to making homes more energy efficient, of which GBP560m will be added to the existing CERT (Carbon Emissions Reduction Target) programme to subsidise improvements such as cavity wall and loft insulation and GBP350m towards a new Community Energy Savings Programme.
