The Producer Responsibility Obligations (Packaging Waste) (Amendment) Regulations 2012 amend the 2007 Regulations by requiring the secretary of state to review the operation and impact of the legislation in England and Wales and publish a report by 1 July 2017.

Following the review, the secretary must decide whether the 2007 Regulations should be revoked or amended further. The 2012 Regulations also set new waste packaging recovery and recycling targets for the years 2012 to 2017.
