Environmental Report Reviews
To undertake a review of an Environmental Report, the IEMA has prepared SEA Review Criteria to be used to assess the quality of Environmental Reports.

The Review Criteria have been developed using a variety of SEA sources, such as the Directive, the Guidance for Planning Authorities by ODPM (October 2003) and Review Criteria on Environmental Appraisals by Lee, Colley, Bonde and Simpson (EIA Centre, 1999). They have also been tested on a number of Environmental Reports.
The SEA review service is available to anyone undertaking an SEA of a plan or programme or who would like an independent view on the quality of the Environmental Report. This includes local authorities, businesses and consultancies.
Following the implementation of the Planning and Compulsory Purchase Bill (in England and Wales), regional and local authorities will be required to carry out a Sustainability Appraisal that fulfils the requirements of the SEA Directive.
IEMA's SEA Review Criteria have been developed to be used to review reports produced as part of a Sustainability Appraisal (SA). Two members of staff at IEMA will review the Environmental Report and a report will be produced which considers all of the following:
- Description of the procedure for the production of the plan or programme and the
SEA/SA
- Characterisation of the existing environment
- Objectives used for the SEA/SA
- Alternatives
- Consultation
- Assessment of Environmental/Sustainability Impacts
- Monitoring and Follow Up
- Decision making and Implementation of the plan
- Presentation
