| Synopsis: | Of the three environmental media – air, water and soil – policies for the protection of soils have been the subject of least attention. Robust national, European and international legislation has been in place to protect air and water for many years. It is only relatively recently that soil has attracted specific protection in a legislative framework. But soil is a valuable, finite resource delivering many goods and services critical to human life. It is important that soil is managed appropriately, to ensure sustainability in the long term. The Royal Commission on Environmental Pollution (RCEP) 1996 report ‘The Sustainable Use of Soils’, made a recommendation that “government should draw up and implement a soil protection policy for the UK”. As a response to the RCEP, the Welsh Assembly Government commissioned a review of ‘The State and Pressures on Soils in Wales’. The report published in 2002, highlighted the major issues for soil protection in Wales, and a number of uncertainties. In response, this action plan aims to address these issues, utilising a systematic risk-based approach. |
