Synopsis:This consultation implements an Energy White Paper commitment to publish a series of papers analysing how the performance of a range of energy-using products will need to improve over the next 10 – 20 years. It forms part of a wider annual review and policy development process, supporting delivery of the Government’s objectives for energy and for sustainable consumption and production.

Energy using products such as domestic appliances (eg lighting and heating) and non-domestic equipment (eg air conditioning, information and communications technology (ICT) and pumps and motors, account for a considerable proportion of the energy that we use in the UK. Our evidence is that there is scope, through optimising the design of new products and by aiming to remove the worst performers from the market, for a significant contribution to delivering these carbon reductions These public consultation papers set out the Government’s analysis of how the performance of energy-using products will need to improve over the period to 2020 and targets to phase out the least efficient products. As part of a new annual review process, we are setting these out for a three-month consultation period and will publish any revised standards and targets shortly after the consultation closes. Our intention is then to re-consult on the papers in autumn 2008 in time to publish revised standards in January 2009. We are inviting comment on whether this is the right timing for this process. We have focused our efforts on 12 energy-using products, of which 10 are published here with a focus on electricity-in use, including:
  • Domestic lighting.
  • Domestic cold appliances.
  • Domestic wet products.
  • Domestic cooking.
  • Information communication technology.
  • Air conditioning.
  • Motor driven systems.
  • Commercial refrigeration.
  • Commercial lighting.
  • Street lighting and traffic signals.
  • A separate paper on domestic heating has now been published. The deadline for comments on this paper is 14 April 2008.
  • In addition, a paper for consumer electronics was published in May 2007.
