Synopsis:This document consults and seeks views on the key issues that need to be addressed within DfT’s New Approach to Appraisal (NATA) transport appraisal guidance. It is being published alongside the Transport Strategy document and forms part of the analytical work in response to the Eddington and Stern Reviews.

Chapter 4 of the review is on Environmental Appraisal. The refresh looks at how NATA assesses the environmental impacts of transport. The overall impact of transport on climate change has risen in importance, raising the evidence needed to make decisions on interventions.
The NATA framework includes guidance documents (e.g. WebTAG Transport analysis guidance, Design Manual for Roads and Bridges or Airports Appraisal Framework) that are referenced and/or used when undertaking Environmental Impact Assessments on new transport proposals e.g. new roads or airports. The framework is also used by decision-makers assessing the projects and the proposals cite that there is reasonable mapping between NATA and Strategic Environmental Assessment. Changes to NATA will influence how the environmental impacts of these developments are assessed.
